Congress OKs bill giving industry royalty breaks

By Jennifer ThalhelmAssociated Press WASHINGTON — Energy companies could potentially reap millions of dollars in royalty breaks under a House bill approved Thursday that calls for the United States to model its Western oil shale program after Canada's booming tar sands industry.

Companies in Canada are making fortunes turning sticky, tar-covered sand into oil. The United States hopes to do the same with tar sand in Utah and its cousin, oil shale, a rock that yields petroleum when heated.

Colorado, Utah and Wyoming contain an estimated 500 billion to 1.1 trillion recoverable barrels of oil from oil shale, though companies are still exploring whether it can be tapped economically.
The provision in a House energy bill, which also lifts a ban on oil and gas drilling off much of the U.S. coast, directs the interior secretary to use Canada as an example of how to shape the royalties the oil shale companies would pay for energy from public lands.Canadian tar sands producers pay little in royalties until several years into development.

"There's no need to reinvent the wheel — they've shown they can do it efficiently, fruitfully and safely," said Brian Kennedy, spokesman for House Resources Committee Chairman Richard Pombo, R-Calif., the bill's sponsor.

"That's great news — very, very encouraging," said Romit Bhattacharya, CEO of the Vernal-based Oil Tech.

Bhattacharya's company owns mineral rights on 32,000 acres of state land in Utah and is in the midst of developing a retort, or processing, site capable of producing 1,000 barrels of oil a day from shale mined south of Vernal.

On Thursday Bhattacharya was at a 24-barrel-a-day pilot retort site near Bonanza, Uintah County, showing people from the energy and investment sectors how the processing of shale works. Oil Tech is a private company funded mostly by investors from the East Coast.

Bhattacharya noted his company is not looking for financial handouts from the government. But he would like to see an expedited federal permitting procedure that allows the mining and processing of shale to move forward more quickly, while conforming to environmental standards.

As for a feared boom-bust scenario, such as a big enough dip in oil prices to drive interest away from shale oil, Bhattacharya doesn't see things in those terms.

Unlike the whirlwind romance with shale 30 years ago, today's climate is more shale-friendly with the presence of a global economy and China and India's increasing demand for energy, according to Bhattacharya.

Regardless of what happens to oil prices in the future, he added, exploiting shale as an alternative energy resource still needs to happen. The bill likely will have a tough time in the Senate. Florida senators have threatened to filibuster because of the offshore drilling provisions.
Still, conservation groups and several Western Democrats protested the House bill loudly, saying it would rush the burgeoning oil shale industry faster than it is ready to go.

Colorado Democratic Reps. Mark Udall and John Salazar tried unsuccessfully to strip the provision from the bill.

"This bill shortchanges local communities on Colorado's Western Slope," Udall said.

Opponents said the measure also would reverse a carefully crafted compromise reached in last year's energy policy act, which renewed interest in producing oil shale from federal land and required the interior secretary to determine a royalty rate that would help the industry and ensure a fair return to the taxpayers.

Many Westerners still are wary of the industry. They remember the oil shale boom and bust of the 1970s and '80s, when companies abandoned entire towns after oil prices bottomed out. "Worst case scenario, this provision would line the pockets of rogue speculators who rush in with little care for the people or the land of western Colorado," Salazar said.

Kennedy disagreed with the critics. He said the measure would help build the U.S. oil shale industry and protect companies — and Western communities — if oil prices ever drop suddenly.

"All we're doing is putting a framework in place," Kennedy said.

But even industry representatives said they are not yet ready to talk specifics about royalties.
Companies are still experimenting with their techniques. The Bureau of Land Management expects to issue leases by late summer to a handful of companies that want to try research and development projects on federal land.

"It's a little more on the back burner for us," said Jill Davis, spokeswoman for Shell's Mahogany Research Project in Colorado.

Still, she said Canada would be a good example to follow when setting policies for working with the oil shale industry.

"We do believe the Canadian incentives that were created for the oil sands there have been life changing and changing for the world and that Canada is doing a great job," Davis said.

Dealers are selling Calibers At A Fast Pace

Bradford Wernle Automotive News DETROIT MI -- The Dodge Caliber small car presents the kind of problem that Chrysler group CEO Tom LaSorda enjoys having. Dealers are selling Calibers as fast as the Chrysler factory at Belvidere, Ill., can crank them out.

"I really like having issues like this - having demand greater than supply," LaSorda said during a recent interview at Chrysler group headquarters in Auburn Hills, Mich. Tom Libby, an analyst for the Power Information Network, says it's still too early to call the Caliber an unqualified success.

But early signals are positive, based on thousands of transactions the network records.

"That indicates a particularly strong launch and potentially a very strong product - a combination of a new product with a trend in the industry that's playing right into it," he said.

Truck-heavy mix
That trend is an industrywide swing toward smaller cars - a trend that Chrysler, with its truck-heavy sales mix, desperately needs. The challenge for Chrysler will be maintaining its early momentum. With fuel prices near $3 a gallon in many parts of the country, small cars have blossomed into big sellers.

Chrysler views vehicles such as the Pontiac Vibe, Ford Focus ZX5, five-door Mazda3 and Hyundai Elantra GT5 as primary competitors.That means the Caliber has arrived at a fortuitous time to replace the aging Neon.

Gordon Wangers, CEO of AMCI in Marina del Rey, Calif., says the Caliber's dynamic shape "pops on the road.""It is well-depicted in their advertising," Wangers says. "It's not confusing to consumers the way some of the early crossovers - say, Pacifica - were.

"Jim Hall, an analyst for AutoPacific Inc. in Southfield, Mich., says making the Caliber a hatchback and offering all-wheel drive may give dealers a new selling proposition. The Neon sold mostly on price, Hall said.

Wanted: more CalibersDealer Herb Chambers can't get his hands on enough Calibers. He says he has a backlog of 60 orders. "We're getting allocation of five or six or seven a month," says the owner of Herb Chambers Dodge in Danvers, Mass.

"We have a 10-month wait to get them. It is the hottest Dodge product we've had in 10 years."Andy Palmen, chairman of the Dodge National Dealer Council, says fuel prices are driving shoppers away from large SUVs.

That's a problem for Dodge, which had a 142-day supply of Durangos as of June 1.But the Caliber seems to be hitting a sweet spot, says Palmen, owner of Palmen Dodge-Jeep in Racine, Wis. "I would love to have 50 of these things (Calibers)," he says.

"I would sell at least 30 a month."Palmen says he had to rent a Caliber from Enterprise Rent-A-Car during May to have one to show customers because he couldn't get his hands on any new cars.

By comparison, the Chrysler 300's price dropped 2 percent for the first five months.The average transaction price of the Caliber rose more in its first five months than that of any other domestic model launched during the past 37 months - up 7 percent.

UPDATE 2: Chrysler is crashing the muscle-car party with plans to build a production version of the Dodge Challenger coupe that debuted as a retro-styled concept car in January at the Detroit auto show. The automaker plans to herald the return of the Challenger at the Pepsi 400 in Daytona, Fla., on Saturday, according to people familiar with the plans. NHTSA Investigates 05 & 06 Chrysler Pacifica on Stalling Issues


CONSUMER AFFAIRS, AUBURN HILLS MI - - June 28, 2006 The Chrysler Pacifica is the focus of a National Highway Traffic Safety Administration investigation because the engines might stall in some models.

The probe covers approximately 147,000 vehicles and began in February after federal regulators received 60 complaints.

Both computer software and defective fuel pumps are thought to be the likely cause of the stalling. Software is suspected to be the cause of stalling in 131,000 2005 and 2006 models,
Defective fuel pumps are thought to be the cause in 17,000 2005 models, according to NHTSA.

DaimlerChrysler May Drive Smart in India

Though not immediately, Daimler Chrysler India says Smart will make a unique style statement. US Auto sales seen weaker in June, GM to take hit


Reuters / DETROIT -- Higher gasoline prices and interest rates took a toll on U.S. vehicle sales in June, with General Motors braced for a sharp decline from last year's incentive-boosted numbers, analysts and executives said.Analysts expect overall U.S. sales to be between 16.0 to 16.5 million vehicles on an annualized basis in June, up slightly from May, but down from a year earlier when GM first rolled out employee-level pricing, touching off a summer price war in Detroit.

Once again, Japan's leading car makers are expected to be the only big winners, continuing to gain share and benefit from their reputation for fuel efficiency."

Gas prices continue to be a drag on the market," Merrill Lynch analyst John Murphy said. "We expect this to weigh on both total sales and (product) mix as consumers focus on smaller more fuel efficient vehicles." GM, the world's No. 1 automaker, has warned the market that sales comparisons with last year's strong numbers will be ugly.

GM Vice President Mark LaNeve said last summer's sweeping promotions would mean sales would fall far short this year."Our year-on-year (comparable sales) are going to be especially brutal," he told analysts and reporters this week.

GM forecast its sales might fall more than 30 percent from a year earlier in June, down to 2004 levels.GM, which has seen its U.S. auto sales slip 8 percent in the first five months of the year, recorded a 41 percent jump last June after it began offering U.S. consumers the same discounts it gives to employees. That move was matched a month later by Ford Motor Co. and Chrysler Group.

This year, GM has vowed to stick to a strategy of offering more limited discounts, started with a zero percent financing offer on many 2006 models over the upcoming U.S. holiday weekend.Sales of cross-town rival Ford Motor Co., which is offering big cash discounts to consumers, are forecast to decline in June in the range of 5 percent to 6 percent.Overall June sales for the traditional Big Three could also have been hurt by reports that better discounts would be available starting next month, Bear Stearns' analyst Peter Nesvold said.

Workers at Chrysler supplier to vote 3rd time on contract


Workers say the first two votes failed because they were lied to.

Workers at TDS/US Automotive, BELVIDERE — Workers at TDS/US Automotive, the key company in the supply chain for the DaimlerChrysler assembly plant in Belvidere, will vote to-day for the third time on a contract proposal between the United Auto Workers Local 1268 and the company.
The first two votes, in March and late May, failed overwhelmingly.

Employee Brian Lawson, 33, of Belvidere, said the previous votes had been unsuccessful because most workers felt they were lied to. Lawson said most workers were told when they were hired that they’d be earning $13 to $15 an hour within months. In fact, the contracts they voted on in March and May peaked at $12.80 an hour for most workers.

“I have a wife and two kids and I was looking for a place I could retire from,” said Lawson, who left a silk-screening company in Loves Park last December to join TDS/US.
“I won’t be able to retire on what they are offer-ing.”

Wednesday night, the Rockford Register Star met with 15 TDS/US workers at CherryVale Mall. They all backed Lawson’s account of the discontent at the plant but would not join him in going on the rec-ord, saying they feared for their jobs.

The Register Star tried to contact three union officials and three TDS/US officials but none returned phone calls.

Lawson said workers have been told that if they don’t approve the contract, they’ll lose their jobs either directly or because DaimlerChrysler could cancel the contract.

Mike Aberlich, director of corporate communications for DaimlerChrysler, would not comment directly on whether TDS/US is in danger of losing its sequencing contract.

“We wouldn’t go into detail on what our specific discussions are with a supplier,” Aberlich said.
“I can say we are meeting our build (quota) at the plant, in both quality and levels of production. It takes the people at the on-site sequencing center to do that. I would say we are pleased with our relationship with TDS.”

Lawson said TDS has brought in more than 150 new workers in the last week and all are eligible to vote today. Employees who voted on the first two contracts think the company is rushing in the new workers to improve the odds of passing the contract proposal. They were less inclined to support the notion that the company needs the workers to fill a third shift to match the assembly plant’s third shift, which is scheduled to begin in late July.

Lawson said workers in May didn’t see what changes were negotiated from the March proposal until the day of the vote. He said workers have yet to see the changes in the newest proposal they will vote on today.

The Register Star was given a copy of the March contract. It called for process technicians — the workers who put the parts in order, known as sequencing — to be hired at $10.25 an hour and, if they stayed for the life of the five-year contract, to earn $12.30 an hour in 2010.

Material technicians — which include forklift drivers — would start at $10.50 an hour and advance to $12.80 by the end of the contract. Semitrailer-truck drivers would begin at $14.50 an hour and end at $17.65 by 2010.

Most workers at the plant are making $9.50 an hour except for the semi drivers, who are paid more.

Lawson said the May contract, which failed by nearly a 2-to-1 margin, was essentially the same as the March proposal.

According to the Illinois Department of Employment Security, the average wage for stock and material movers in Rockford is $14.15 an hour with experienced workers earning about $16.24 an hour. The average wage of semitrailer truck drivers in Boone and Winnebago counties is $16 an hour and $18.53 an hour for experienced drivers.

TDS/US Automotive is located in a 500,000-square-foot building adjacent to the Belvidere assembly plant. The Auburn Hills, Mich.-based company won the $200 million contract in 2005 to be a key component in the plant’s just-in-time supplier system.

TDS workers receive truckloads of parts and then put them in the correct sequence so that workers inside the DaimlerChrysler plant don’t have to search for parts.

This work used to be done within the plant. By hiring an outside company, DaimlerChrysler does not have to pay retirement packages or medical benefits.

Mitsubushi ends Smart ForFour Today


MANICHI DAILY NEWS, JAPAN - -Mitsubishi Motors to halt production of Smart forfour model for DaimlerChrysler.

Japan's Mitsubishi Motors Corp. said Friday it will halt production of the Smart forfour model for DaimlerChrysler AG at a plant in the Netherlands.

The two automakers had been in talks on ending production of the compact car since March, after the German carmaker decided to stop making the model as part of its restructuring efforts.

Chrysler to announce plans for new Challenger

The V8-powered Challenger won't be sold until next year, but Chrysler will promote the car this summer to try to pull customers into showrooms, the newspaper said, citing people familiar with the company's plans.

Chrysler's announcement of the new Challenger tomorrow at a NASCAR race in Daytona Beach, Florida, was moved forward by several months in hopes it will create some buzz for the automaker, the newspaper's sources said.Chrysler also is expected to unveil details an employee-pricing discount plan for consumers in a campaign that will feature DaimlerChrysler Chairman Dieter Zetsche, the newspaper said.Zetsche discussed the campaign with reporters on Tuesday.

The German tuning company created the Rocket by shoe-horning a heavily-modified version of the Mercedes-Benz 5,5-litre V12 powerplant into the executive saloon CLS’ body and mating it with a uprated five-speed auto’ transmission and Brabus locking differential. Brabus increased the engine’s cylinder bore, fitted a special crankshaft, forged pistons, custom-developed larger turbochargers, more efficient intercoolers and a stainless-steel exhaust system (with low back pressure metal catalysts and four tailpipes). Further modifications included the installation of sport camshafts and new software, which optimises the mixture flow in the intake and outlet manifolds of both cylinder heads.

As a result, the Rocket’s 6,3-litre powerplant is claimed to be the most powerful TÜV-tested engine from Germany. The monster engine puts out its maximum power of 537 kW at 5 100 r/min. Peak torque is 1 320 N.m, but limited electronically to 1 100 N.m, and available from 2 100 r/min. Performance? 0 – 100 km/h in 4 secs, 0 – 200 km/h in 10,5 secs and 0 – 300 km/h in 29,5 seconds.

For those who are not too flummoxed to read further, here are some details on the Rocket’s specification. Brabus developed two suspension systems for the car – a comfort version, which features air suspension with automatic ride-leveling, and a sport version that comes equipped with a height-adjustable coil-over suspension and gas-pressure shocks with six different settings for bound and rebound on front and rear axle.


Stopping power is provided by ventilated 375 x 36 mm ceramics discs and 12-piston aluminium fixed callipers at the front and 355 x 28 mm steel discs and 6-piston aluminium fixed calipers at the rear. The Rocket rides on 19-inch multi-piece Brabus Monoblock S light-alloy wheels shod with 255/35 ZR 19 tyres at the front and 285/30 ZR 19 gumballs at the rear. The Rocket’s front apron has large air inlets that facilitate the optimal cooling of the car’s oil and water radiators and the spoiler is further credited for reducing aerodynamic lift and drag.

The rear spoiler lip, which like all other Brabus aerodynamic-enhancement parts was fine-tuned in a wind tunnel, emphasizes the rounded design of the CLS’s rear and, in combination with the front apron, reduces aerodynamic lift and improves directional stability, the company says. -->

Belvidere Plant Gets a Fourth Vehicle-the Dodge Scooter [a.k.a Razor]


ARCHIVE, CHRYSLER BELVIDERE PLANT — DaimlerChrysler officials have already confirmed one of the worst-kept secrets in the auto industry, namely the Jeep Patriot, which will be assembled at the company’s 3.9-million-square-foot plant in Belvidere, along with the Dodge Caliber and soon to be Jeep Compass.

If you haven’t already gathered, the Jeep Patriot, or known as the smaller Commander will be unveiled this Tuesday at the New York International Auto Show. Now on too the better news – or let’s just say rumor control… Belvidere plant worker who was in an earlier meeting last week confirmed a fourth model for production to ride along side the Dodge Caliber, Jeep Compass, and Jeep Patriot. We know it can’t be the PT Cruiser since it is being built in Mexico.

There is now a possibility to this question when we look back on Mark’s sketches of the Dodge Caliber [release on German website] three distinct models we should expect to see soon. Last one is a Roadster. Lets look at some sales figures for the Dodge Viper. From 1992 thru 2006 the sale numbers does not cross the 5,000 units’ threshold. What does this mean in reality? It means that there is another car or perhaps two that will be added to the Viper platform – one of them we already gathered through various 'means' will be the Chrysler concept called the ‘Firepower.’ We do know that under the skin of the Chrysler Firepower resides the Dodge Viper ‘ZB’
platform.

He states, "The biggest concern with the 2008 Viper will be keeping it street legal (half joking). Chrysler Financial Establishes Lease-Return Loyalty Program


BUSINESS FLEET NEWS June 29, 2006 - - Chrysler Financial recently launched a Customer Loyalty Advantage program for vehicles coming off-lease, resulting in a 20 percent increase in customer loyalty six months into the pilot, according to Autoremarketing.com.

According to Eckart Klumpp, vice president of remarketing for Chrysler Financial, the company introduced new brochures for dealers and customers to create a customer-focused process and increase brand loyalty.

"[Customers] receive a communication (brochure) from us a few months before the end of the lease (reminding them of damage and mileage charges) and reminding them they need to call us up and schedule an inspection, says Klumpp. We want to take the uncertainty out of the turn-in process."

Meanwhile, the dealers are also receiving new materials from Chrysler Financial called "Keep Your Customers Coming Back. Loyalty." The brochures describe tools dealers can use to increase customer loyalty, sell more vehicles, strengthen residuals and enhance future profits, according to Autoremarketing.com.

The program also gives grounding dealers exclusive options to purchase high quality off-lease units for pre-owned and certified inventory through online tracking tool E.L.V.I.S. (Electronic Lease Vehicle Inventory System).

Additionally, in order to free up space on a dealer's lot once an off-lease unit has been grounded, Chrysler Financial said it has created marshalling yards to house the vehicles until they are sold to another dealer or sent to auction.

DaimlerChrysler CEO Reports Mercedes-Benz Is On Track


AUTOMOTIVE NEWS, DETROIT MI -- DaimlerChrysler AG CEO Dieter Zetsche on Wednesday said that the automaker's Mercedes car group unit was on track to meet its financial operating target by next year.

"We are well on our way to 7 percent return on revenues next year as promised and I do not consider that hitting the ceiling for a luxury brand," Zetsche told reporters at a news conference in Detroit to announce the U.S. launch of the Smart car.

DaimlerChrysler's Mercedes car group includes the Mercedes-Benz luxury brand as well as the Smart and Maybach lineup.

Zetsche also said the Chrysler group was considering offering employee discounts in the U.S. market and said an announcement on that potential discount program would come before month end.

Zetsche said he still expected Chrysler to clinch a money-saving deal on health care with the United Auto Workers union that would parallel agreements already struck at Ford Motor Co. and General Motors.

"I am very confident that in the very foreseeable future we will have an agreement with the union," he said.
